Robert J. “Bob” Proctor
Bob Proctor began practicing law in 1981. After graduating first in his class at the University of Georgia Law School, Bob began practicing commercial and real estate law with Atlanta’s largest law
firm. During that time, Bob closed multi-million dollar transactions across the United States.
After seven years, Bob left that firm and spent the next five years as Executive Vice President of the Ritz Carlton Hotel Company, where he was in charge of new hotel development in the Pacific Rim, as well as managing the company’s relationships with foreign equity investors. Bob also served as the firm’s General Counsel, where his responsibilities included building an in-house legal department as well as managing relationships with more than fifty outside law firms around the world.
In 1991, Bob decided to start his own law practice, and also began to focus on litigation. His first court case was a class action suit, resulting in the invalidation of Fulton County’s county-wide tax assessment, and front page headlines in the Atlanta Journal-Constitution the day Bob won the case.
In the years since, Bob has continued to combine his expertise in Georgia property tax and real estate Law with his love of litigation. Highlights include:
• A class action suit involving sales tax in private sales of used cars, resulting in $35 million in refunds to taxpayers.
• A constitutional challenge to Georgia’s intangible tax on stocks and bonds, resulting in its repeal.
• Representing Fulton County and City of Atlanta taxpayers in nine successful class action lawsuits over the past decades.
• Bob is admitted to practice before the U.S. Supreme Court, the 6th and 11th District U.S. Courts of Appeal, the Northern and Middle United States District Courts, the Georgia Supreme Court, the Georgia Court of Appeals and all Georgia trial courts
In addition to his law practice, Bob was the founder and initial state chairman of the Georgia Association of Taxpayers. He also founded the Fulton County Taxpayers Association and served as its General Counsel for ten years. Bob also served as Chairman of the Board of Trustees of the Southeastern Legal Foundation. When not at work, Bob’s passion is fly fishing.

Bradley A. “Brad” Hutchins
Brad has been practicing law since being admitted to the Georgia Bar in 1997. He obtained his law degree from the Georgia State University College of Law and his undergraduate degree from the University of Georgia.
Brad’s focuses his practice on representing small and closely held businesses in litigation and with their transactional needs. He has also represented numerous companies in the real estate field (in litigation and otherwise), including builders and contractors, materialmen, and real estate investors. Brad has handled hundreds of successful suits in property tax-related cases, including more than 20 appellate cases. Brad specializes in representing clients involved in the purchase of property tax liens and tax foreclosure deeds, and has handled hundreds of quiet title actions in the superior courts across the state.
Brad is a member of the Executive Committee of the Real Estate Section of the State Bar of Georgia and is a recent past chairman of that section’s Property Tax Committee. He is a current member of the Real Estate Section’s Title Standards Committee, and currently serves as the liaison between the Real Estate Section and the Property Tax Committee. In 2008, Brad was named one of "The 2008 Legal Elite: Georgia's Most Effective Lawyers" by Georgia Trend Magazine. Brad also maintains an “AV” peer review rating with Martindale Hubbell/Lexis Nexis for outstanding legal ability and legal ethics.
He is admitted to practice in all Georgia trial and appellate courts, as well as the United States District Court for the Middle District of Georgia, the United States District Court for the Northern District of Georgia, the United States Court of Appeals for the 11th Circuit, and has been admitted pro hac vice in a case before the United States Court of Appeals for the 6th Circuit.
Brad aspires to be the best dad he can be to his three wonderful children and tries to be a good husband to his loving wife. He enjoys the occasional golf game and likes to “wet a hook” whenever he has the time.

Christopher M. “Chris” Porterfield
Chris Porterfield has been practicing law with Bob Proctor and Brad Hutchins since first being admitted to the Georgia Bar in 2004. Chris focuses his practice in the areas of real estate litigation and property tax matters, but also advises individuals and companies in a wide variety of other legal matters.
Chris has been advising small businesses and handling their litigation needs since first being admitted to practice. In particular, he has represented numerous clients involved in the purchase of property tax liens and tax foreclosure deeds, handling dozens of quiet title actions in the superior courts across the state. Chris also has experience in the appellate courts, and has authored many successful appellate briefs over the years.
Chris has handled hundreds of property tax appeals in counties all over Georgia, taking dozens of appeals through contested litigation in the superior courts (recovering his attorneys’ fees from the government in most of those cases). Along with Bob Proctor, Chris has handled several jury trials in tax appeal cases, never losing a jury verdict.
Chris particularly enjoys litigating on behalf of taxpayers against local governments and, along with the firm’s other attorneys, has handled several taxpayer class action lawsuits up through the appellate courts, most on a pro bono basis.
Chris is admitted to practice in all state and federal courts in Georgia. When not practicing law, Chris tries to be a decent golfer.
